People in precarious living situations may miss those normal health screenings and vaccinations. And neglect their health in general. So it might not be a choice of being less health conscious, as much as having other priorities.

My present cat lost her mom early and also likes to keep her feet clean. She uses the litterbox but then tiptoes out and scratches the wall, leaving her poop proudly atop the litter or her pee puddle visible. On the plus side she doesn’t track litter dust in the house.
